asked the Secretary of State for the Environment (1) what plans he has for the construction of an east-west bypass to Hadleigh, Suffolk, linking the A1141 and the B1070 outside the perimeter of this town, and also providing a solution to the traffic hazards at Lay-ham;

(2) when he anticipates that the bypassing of Hadleigh, Suffolk, by the rerouting of the A1071 will be completed; and whether, in view of the traffic and amenity problems arising from the rapid expansion of the Haven Ports, he will ensure that priority is given to this project.

Preparation of a scheme to relieve Hadleigh of through traffic is a matter for West Suffolk County Council as highway authority for the roads concerned. I understand the Council intend to submit proposals to my Department in 1973 but until these are received I cannot say what form they will take or when the scheme will be carried out. The Council have recently published proposals for vehicle weight and width restrictions on A1141 through Layham.
