Mr. David Watkinsasked the Secretary of State for Employment what steps he is taking to ensure the enforcement of the provisions of the Employers' Liability (Compulsory Insurance) Act, 1969, among labour-only sub-contractors 135W in the building industry when the Act comes into operation on 1st January, 1972.
§ Mr. Dudley SmithThe provisions of the Act will apply to labour-only subcontractors only in so far as they employ people under a contract of service, when they will be subject to the same enforcement procedure as employers in general.
