§ Dr. David Owenasked the Minister of State for Defence what progress has been made in setting up the inquiry into naval family welfare.
§ Mr. KirkSir Frederic Seebohm, Chairman of the National Institute for Social Welfare Training and of the Committee on Local Authority and Allied Personal Social Services, has accepted my invitation to act as chairman of the committee undertaking this task. He will be assisted by an expert in social welfare, an industrialist with special experience in the personnel field and a university sociologist.
The committee's terms of reference will be:
To review, in relation to their special problems and having regard to the services provided by local authorities, welfare provision for the Royal Navy and Royal Marines personnel and their wives and families, to consider ways of anticipating and preventing social and domestic difficulties and to make recommendations".The committee will start work in October, and the task may take up to 18 months.
