asked the Secretary of State for the Environment what provision he has made within the fair rents scheme for special rebates to severely disabled people living in local authority accommodation specifically designed for them.

It has been proposed that the national rent rebate scheme should provide for a special disregard of the first £2 of any disablement pension or benefit. Local authorities should also have discretion to make their schemes more generous, for example by disregarding the whole of such income. They might also grant special rebates where the personal circumstances of the tenant are exceptional.
