§ Mr. GodberAn announcement was made on 18th July by six of the Trucial States Rulers to the effect that they have signed a provisional constitution for a Union. Her Majesty's Government welcome this useful preparatory step towards the establishment of a Union. Her Majesty's Government's offers of assistance to a Union were outlined in my right hon. Friend's statement to the House on 1st March. Discussions are continuing both with the representatives of the Six forming the Union and with the Rulers of the other States in the Gulf.—[Vol. 812, c. 1227–9.]
