Whether, since they accept the Treaty of Rome, they will publish a list of those areas which, while not forming, geographically, an integral part of the six countries of the E.E.C., are for the purposes of the Treaty, part of them; whether they will publish a list of those territories, states,et cetera, which are associated with the E.E.C., indicating in each case the extent of freedom of movement of labour and rights of establishment; and whether they will give the size of the population in each case.
§ THE MARQUESS OF LOTHIANThe areas referred to in the first part of the Question are the French Overseas Departments of Guadeloupe, La Réunion, Martinique and French Guyana.
Burundi, Cameroon, the Central African Republic, Chad, the Democratic Republic of the Congo, the Republic of the Congo (Brazzaville), Dahomey, the Gabonese Republic, the Ivory Coast, the 1048WA Malagasy Republic, Mali, Mauritania, Niger, Rwanda, Senegal, the Somali Democratic Republic, Togo and Upper Volta are associated with the E.E.C. through the Yaoundé Convention of 1969, Articles 31 and 32 of which provide, on a reciprocal basis, for the elimination of discrimination on the matter of right of establishment and the provision of services. The Yaoundé Convention contains no provision on freedom of movement of labour.
Tanzania, Kenya and Uganda are associated with the E.E.C. through the Arusha Convention of 1969 which contains provisions on rights of establishment similar to those of the Yaoundé Convention, but no provision on free movement of labour.
Greece, Malta, Morocco, Tunisia and Turkey are party to association agreements with the E.E.C. The agreements of association between the E.E.C. and Morocco and Tunisia contain no provisions on freedom of movement of labour and rights of establishment. The agreement with Turkey provides that the contracting parties agree to base themselves on Articles 48 to 50 and 52 to 56 of the Treaty of Rome. The association agreement between Greece and the E.E.C. provides for application of Articles 48 and 49 of the Treaty of Rome between parties not earlier than after a 12-year transitional period. In referring to moves towards progressive acceptance of Articles 52–56 of the Treaty of Rome, this agreement specifically defers progress under the parts of these articles relating to freedom of establishment until other measures have been put into effect.
