asked the Secretary of State for the Environment to what extent his regulations on motor tax allow a driver to use his vehicle after the expiration of the last excise licence; and whether the 14 days for application for renewal entitles a person to use the 14 days before applying and then to use his vehicle with a notice on the windscreen, Tax Applied For, or Tax in Post.

The law does not allow a vehicle to be used or kept on the public road after its licence has expired although in practice action is not taken in respect of unlicensed use within the first fourteen days. The answer to the second part of the Question is No.
