§ Mr. GodberWhilst we are always ready to consider any suggestions for advancing international disarmament negotiations and for contributing to international security, we feel that in present circumstances, the right course is to persevere in the negotiations already under way in the Conference of the Committee on Disarmament and in the Strategic Arms Limitation Talks.
