§ Mr. van StraubenzeeOpen University courses leading to first degrees will be part-time, and it is open to local education authorities to make discretionary awards in such cases. This will be confirmed in a circular which will be issued soon. I understand that the local authority associations have recommended their members to make grants to students to cover the fee for the summer school and related travelling expenses.
