§ Mr. Dudley SmithAlthough the proportion of all new entrants to industry entering the construction industry as apprentices has fallen since 1968, neither the Youth Employment Service nor the Construction Industry Training Board, who have a duty to encourage employers to take a sufficient number of apprentices, has evidence that the industry generally is unable to recruit the apprentices it needs.
