§ Mr. Douglasasked the Secretary of State for Scotland (1) if he will publish a Green Paper on the reform of Scottish local government finance;
(2) if he will take steps to reform the local authority grant system;
(3) if he will examine the possibility of a regionally differentiated payroll tax as a means of raising revenue for local authorities.
§ Mr. Gordon CampbellThe Government intend to publish proposals on local government finance for Great Britain as a whole. These proposals will take account of studies of possible new sources of local revenue and will deal with the form and scale of Government grants.
