asked the Minister of Housing and Local Government why his Department refuses to allow local government employees, whose pension contributions have been paid under the 1937 agreements, to transfer at a later stage to the 1954 agreement; and if he will seek to negotiate with the National Association of Local Government Officers on this basis.

The terms of the Local Government Superannuation Acts 1937 to 1953 and the regulations made under them do not permit this option to be reviewed and fresh legislation would be required for that purpose. Proposals for such a change would in the first instance be a matter for negotiation between employers and staff organisations and not for me.
