asked the Secretary of State for Foreign and Commonwealth Affairs why the Government of the British Virgin Islands has issued a set of stamps showing the heads of former pirates instead of the Queen's head.

The postage stamps of the British Virgin Islands, as of other dependent territories, may carry either a reproduction of the Queen's portrait or the Royal Cypher. The stamps in question bear the Royal Cypher. The theme of pirates featured in this issue was chosen because the activities of the pirates are an integral part of the history of the British Virgin Islands.
