69. Mr. Rankin

asked the Secretary of State for Foreign and Commonwealth Affairs if he has made a protest against the attacks by United States planes on North Vietnamese civilians on 20th November; and what reply he has received in his position as Co-Chairman of the Geneva Conference.

We have made no protests about United States air operations over North Vietnam on 20th November. We shall continue our efforts to promote negotiations for a peaceful settlement, which would end all the killing and destruction in Indo-China. North Vietnamese troops, who are in South Vietnam in violation of the Geneva Agreement, daily commit acts of violence contrary to that Agreement. I do not recall that the hon. Member for Glasgow, Provan (Mr. Rankin) has suggested that we should protest about these.
