asked the Secretary of State for Trade and Industry, what further proposals he has made to improve on existing measures to protect inhabitants of the area around Heathrow Airport from excessive noise.

I regret that, as with my predecessors, I cannot conceive of any practicable improvements which would reduce disturbance in the shorter term. In the longer term the advent of the quieter aircraft required by recent legislation should progressively improve the situation and it may be that research into approach techniques will also bear fruit.
