Mr. Arthur Lewis

asked the Secretary of State for the Environment whether he is aware that the recent public service dispute has shown that the issue of bags for refuse collection is more hygienic, cheaper and speedier; and whether he will send out a circular advising all local authorities to adopt the system whereby dustmen take and deliver bags, obviating the necessity of having to travel back from their vans to ratepayers' premises to return the emptied dustbin.

The adoption of a particular system for house-to-house collection of refuse is for the local authority to decide but copies of the 1967 report of the Working Party on Refuse Collection, which referred to these paper bags and plastic bags for such collection, were sent to all local authorities with a circular from my Department (No. 34/67) recommending the Working Party's conclusions.
