§ Mr. Elystan Morganasked the Secretary of State for the Home Department if he will announce in the form of a White Paper his plans for constitutional development in Wales.
§ Mr. CarlisleI do not think that this would be appropriate. The Government, in forming views on constitutional development in Wales, will pay close regard to the recommendations in due course of the Commission on the Constitution.
