asked the Secretary of State for the Environment what firms engaged on contracts with Government Departments apply labour-only subcontracting; and if he will make a statement.

The information called for is not readily available and would involve disproportionate staff costs and time to obtain. Contracts let on Government form CCC/Wks/1 require contractors to observe the working rules of their industry. In the building sector this includes National Working Rule 8 which sets out agreed conditions to be observed in the employment of a labour-only sub-contractor.
