59. Mr. Marten

asked the Secretary of State for Foreign and Commonwealth Affairs if he will arrange for a White Paper on the Common Market negotiations so far to be published.

Mr. Rippon

It would not be appropriate at this stage of the negotiations to publish a White Paper. My right hon. Friend the then Chancellor of the Duchy of Lancaster reported to the House on the progress of the negotiations on 23rd July and I made a statement on 29th October. asked the Secretary of State for Foreign and Commonwealth Affairs whether he will state the general nature of the agreement or understanding reached with the European Economic Community regarding liquid milk.

Mr. Rippon

As I told the House in my statement on 29th October, the Community recorded, on 27th October, its agreement with our understanding of the possibilities which will be open to us and which would ensure the provision of adequate supplies of liquid milk to meet the consumer demand throughout the country throughout the year. The subject of liquid milk need not be raised again except in the general context of transitional arrangements.—[Vol. 805, c. 439–41.]
