asked the Secretary of State for Scotland if he will give details of the winter work programme which he announced to the Press on 27th October, particularly, when and which local authorities and public bodies he invited to participate, how the £1.5 million is to be allocated, whether this work is to be additional to work authorised for the coming year, and whether work to be done by local authorities is to carry 100 per cent. grant as was previously the case.

Funds of £1.75 million have been allocated, for an accelerated essential works programme for Scotland, to 29 agent local authorities for trunk road works; to 11 local authorities for principal road works, shelter demolition or social work projects; to the Scottish Special Housing Association, all the regional hospital boards, nine agricultural colleges or institutions and six colleges of education. I cannot be precise at this stage about the effect on allocations for later years, which will probably be slight. The programme does not include any of the work on minor roads for which 100 per cent. grant was paid in recent winter programmes.
