122. Mr. Frank Allaun

asked the Secretary of State for the Environment whether he proposes to take dwellings out of their present rent control even if they do not possess a bath, hot water and inside lavatory.

Mr. Amery

The decision to move all rented accommodation to regulated rents as defined by the 1965 Rent Act will mean that all tenants will pay rents related to the availability of amenities and the state of repairs of the premises concerned. Premises without a bathroom but with an inside toilet would, therefore, pay an appropriately low rent.

Mr. Frank Allaun

asked the Secretary of State for the Environment if, under his new proposals, the fair rent for council tenants and those of private landlords will be determined by the rent officer or by the local authority.

In any determination of the fair rent of a regulated tenancy, the present arrangements will continue. The procedures for fixing the fair rent of council dwellings will be covered in my consultations with the local authority associations.
