Mr. Hugh Jenkins

asked the Secretary of State for Employment whether he will undertake that his proposed legislation on industrial relations will not seek to prevent trade unions from limiting entry into categories of employment when such limitations are related to the numbers of jobs available.

The Government's policy with regard to "pre-entry" closed shop agreements is set out in paragraph 151 of the consultative document on the Industrial Relations Bill. It proposes to make such agreements void. The Government believes, however, that there is much to commend "agency shop" agreements under which employees have the choice between belonging to a trade union and paying an appropriate contribution to union funds.
