§ 79. Mr. Barry Jonesasked the Secretary of State for Wales if he will make a statement on streaming in primary schools in Wales.
§ Mr. Peter ThomasStreaming by ability is only one form of organisation found in primary schools. The National Foundation for Educational Research recently issued a substantial report on its research into this matter. This report makes clear that it is not the actual form of organisation which is most important, but the beliefs, attitude and practice about the nature of intelligence, of learning and use of group techniques. I welcome the adoption of any form of organisation and teaching which can be shown to add to the welfare of and effective learning by pupils.
