asked the Secretary of State for Trade and Industry whether he has yet received the report of the Monopolies Commission on the merger of British Sidac Limited and Transparent Paper Limited; and if he will make a statement.

Mr. John Davies

Yes. I received the Commission's report on 28th October. Its unanimous conclusion was that this merger might be expected to operate against the public interest. The Commission was unable to recommend any action which would remedy or prevent the detriments which might result if the merger were to be permitted. I accept this conclusion and I am asking British Sidac Ltd. for an assurance that it will not now proceed with its formal bid for Transparent Paper Ltd.

The report is being published today.
