Mr. Rankinasked the Secretary of State for the Environment whether he has studied the organisation review of "Roads in Britain", published by the British Road Federation, a copy of which is in his possession; what consideration he is giving to their proposal that a National Highways Authority should be established as an autonomous publicly accountable body, to develop and co-ordinate the inter-urban road network in the United Kingdom to enable traffic to reach its destination efficiently and without delay; and if he will make a statement.
§ Mr. Graham PageMy right hon. Friend will study these proposals but the hon. Member will appreciate that they raise fundamental issues of Government organisation and Parliamentary control which may not be consistent with the reorganisation of Central Government announced in Cmnd. 4506.
