Mr. Golding

asked the Secretary of State for Trade and Industry what steps he intends to take following the report of the Monopolies Commission on restrictive practices within the professions, Command Paper No. 4463, to make it possible for the unqualified to offer services except in the circumstances laid down in paragraph 310 of that report.

Mr. Ridley

The Government agree with the Commission that intervention to prevent the offering of a service by the unqualified is justified only in special circumstances. We shall be better able to judge what steps should be taken when I have the professions' response to my request to them to re-examine their practices.
