asked the Secretary of State for the Home Department whether he will introduce the necessary legislation so that when the police do not enforce the law, when requested by the public to do so, the public are enabled to initiate legal proceedings at Government expense.

No. The Departmental Committee on Legal Aid in Criminal Proceedings, which reported in 1966, did not favour granting legal aid to private prosecutors and my right hon. Friend sees no reason to dissent from its view.
