asked the Secretary of State for Wales what plans he has for relieving the serious congestion on the A548 Queensferry-Flint road; if it is proposed to construct a by-pass to relieve the congestion; to what extent he estimates that the building of a Dee Barrage will lessen congestion on this road; and if he will make a statement.

The A548 is a principal road for which Flintshire County Council are the highway authority. Five major improvement schemes on this road are included in the present principal road programme. These will provide over two miles of dual carriageway road. Consulting engineers are still investigating the traffic implications of a new Dee crossing and the need for further major highway improvements cannot be assessed until the results of this study are available.
