Mr. J. H. Osborn

asked the Secretary of State for Social Services why Circulars D 94/70 and D 100/70 contain instructions to withold details of the date and manner of the increase in employers' weekly contributions of 1s. under the National Health Service Contributions Act until after 18th June.

Mr. Crossman:

Press, television and poster advertising by Government Departments is in general being postponed until after the General Election period on the ground that, with public attention focussed on the Election, the advertising would not be as effective as if it were carried out at a later date. This is in keeping with previous practice at Election times. Details of the increases in employers' weekly contributions under the National Health Service Contributions Act were first announced when the National Health Service Contributions Bill was published on 16th April.
