§ Mr. Stonehouse:For the five-year period ending in March, 1973, the postal services, including the Giro and remittance services, have been set the objective of achieving a return, after depreciation and interest, of 2 per cent. on total expenditure. The National Giro was inaugurated in the first year of this five-year period, so that the question of previous targets does not arise.
