Mr. Judd

asked the President of the Board of Trade whether he will publish a White Paper on British trade and investment policy towards Portugal and South Africa and on British trade preference policy towards South Africa; and whether he will make a statement.

Mr. Mason:

I see no reason to publish a White Paper. It remains the policy of Her Majesty's Government to increase our trade with Portugal and South Africa other than the sale of arms to South Africa or for use in Portuguese overseas territories. The preferential arrangements with South Africa assist our trade. Investment in Portugal is subject to exchange control regulations, and investors in South Africa are asked to comply with the voluntary programme.
