Mr. Wall

asked the Minister of Overseas Development what conditions Her Majesty's Government require to be fulfilled before aid to Lesotho for humanitarian purposes only can be restored.

Mrs. Hart:

When normal relations have been restored between the two Governments, and this is a matter for my right hon. Friend the Foreign and Commonwealth Secretary, I will consider the provision of such aid to Lesotho as may be necessary on humanitarian grounds.

Mr. Wall

asked the Minister of Overseas Development if, in view of the drought conditions in Lesotho, she will take steps to restore British aid before there is widespread starvation.

Mrs. Hart:

I am aware of, and am concerned about, the drought which is causing suffering to the people of Lesotho. When normal relations have been resumed, I will consider the provision of such aid as may be required to help alleviate the situation.
