asked the Secretary of State for Foreign and Commonwealth Affairs to what extent he was consulted by the Government of Uganda before they announced their intention to take over British import and export business and to acquire a 60 per cent. share- holding in manufacturing and plantation companies, banks and insurance companies; and what steps he is taking to protect the interests of British investors.

Mr. Luard:

We were not consulted in any way by the Government of Uganda. We have drawn the Uganda Government's attention to the requirement of customary international law for prompt, adequate and effective compensation for compulsory acquisition of the property of nationals of another country; and are giving further urgent consideration as to how the interests of British firms affected by the takeover measures can best be protected.
