22. Mr. Gwilym Roberts

asked the Secretary of State for the Home Depart- ment whether, as the rate of wages to prisoners increases, he will ensure that only a small part of the payment should be made to the prisoner while serving the sentence and the remainder should be payable to the prisoner as a good conduct bonus several years following completion of the sentence provided these years are free from further criminal convictions.

Among various other possibilities, my right lion. Friend keeps in mind that of compulsory savings from earnings to help rehabilitation on discharge. I doubt the desirability or effectiveness of delaying payment as a surety for good behaviour.
