asked the Minister of Housing and Local Government what advice he has given to local authorities on methods of reducing under-occupation on municipal housing estates.

Previous advice in circulars from 1938 onwards has now been superseded by the Cullingworth Report. This report advocates concentrating attention on providing small dwellings for, and assisting the movement of, tenants who want smaller accommodation. It not only suggests encouraging the taking in of lodgers but also comments that there is no reason why a small household who prefer to occupy a larger house should not pay more for this than they would for a smaller one.
