§ Mr. Stonehouse:These are essentially matters for the Post Office, but I understand that Rhodesian mail bearing invalid stamps falls to be treated as unpaid or underpaid mail from overseas, and that under the relevant regulations ordinary letters are delivered with a surcharge of double the deficient postage, whilst the charge on parcels and registered letters is equal to the deficiency.
