asked the Minister of Housing and Local Government what steps he is now taking to help those pensioners who before the increase in the pension were drawing rate rebate allowances, but now are not eligible to do so.

Mr. Denis Howell:

As I informed the House in reply to a Question by my hon. Friend the Member for Manchester, Wythenshaws on 2nd February, my right hon. Friend proposes to lay before the House a draft Order to raise with effect from 1st October the income limits by reference to which entitlement to rate rebates is determined. Because these limits relate to income in an earlier period, the rebate period beginning on 1st October is the first in which rebates will be more than marginally affected by the increase in State pensions.—[Vol. 795, c. 52.]
