Mr. Bessell

asked the President of the Board of Trade whether he will introduce regulations to provide that civil airlines, whose aircraft are licensed in this country, must not, in any circumstances, fit experimental machinery or equipment of any kind on aircraft to be used by fare-paying passengers.

No. Article 10(6) of the Air Navigation Order, 1966, already requires that all equipment installed or carried in an aircraft shall be so installed or stowed and so maintained and adjusted as not to be a source of danger in itself or to impair the airworthiness of the aircraft or the proper functioning of any equipment or services necessary for the safety of the aircraft. Further, under Article 6(7) a United Kingdom Certificate of Airworthiness ceases to be in force if the aircraft is modified otherwise than in a manner and with material of a type approved by the Board. The approval of such matters is a function delegated to the Air Registration Board.
