asked the Prime Minister what is the practice of his office regarding the opening and payment of excess postage on letters received bearing Rhodesian stamps.

The Prime Minister:

Letters bearing the invalid stamps recently issued by the illegal regime are dealt with according to the normal rules which apply when unpaid or underpaid letters are received in Government Departments.
