76. Mr. Scott-Hopkins

asked the Minister of Housing and Local Government if he will introduce legislation to allow reduction of rates on property that is continually flooded owing to the inability of the river authority to take remedial action.

Mr. Denis Howell:

Rating assessments are based on the rental value of property. A property which is subject to a regular flood risk would on that account command a lower rent and hence would have a lower rating assessment. In the circumstances I do not think there is any need for legislation on the point.
