asked the Minister of Housing and Local Government what representations have been made to him either by the Association of Municipal Corporations or by Brighton Corporation to alter the basis of assessing domestic rate relief in view of the high proportion of elderly people in Brighton; and what reply he has sent.

Mr. Denis Howell:

On 10th May, 1967, the County Borough Council of Brighton made representations that the rate support grant formula should be altered to give greater weight to those factors, such as the number of old people, which would assist local authorities such as Brighton '. They were informed that these views had been noted. No similar representations have been received from the Association of Municipal Corporations who, together with the other local authority associations and the Greater London Council, have been consulted from time to time about the grant formula. These bodies have so far agreed that the time is not yet ripe for any change in the grant formula.
