Captain Kerby

asked the President of the Board of Trade if, from amongst the appointments he makes, full- or part-time and paid from public funds, to official bodies, he will list those in which he has statutory powers to provide for the vacation of office before the end of the appointed term.

Mr. Mason

I have statutory power to declare offices in the following bodies vacant in certain circumstances, e.g. conviction for an offence under the statute; bankruptcy; physical or mental incapacity of member; absence from meetings; of inability or unfitness to discharge the functions of a member; Cinematograph Films Council, British Tourist Authority, English Tourist Board, Performing Right Tribunal, Air Transport Licensing Board, British Overseas Airways Corporation, British European Airways Corporation, British Airports Authority.

Payments to members of the British Overseas Airways Corporation, the British European Airways Corporation and the British Airports Authority are paid from the funds of the bodies concerned.

asked the President of the Board of Trade which is the one appointment he makes to an official body, and paid out of public funds, which is of indefinite duration.

The chairmanship of the Air Traffic Control Board.

Captain Kerby

asked the President of the Board of Trade why it is not the practice to disclose particulars of payments made from public funds by way of compensation for loss of earnings to those persons whom his Department appoints to boards, agencies, commissions, authorities, councils and corporations.

Mr. Mason

Because any such payments are agreed in confidential negotiations between the Department and the person concerned and possibly his employer. To disclose the particulars would be a breach of confidence.
