§ Mr. Elystan MorganI have explained that, in practice, the application of the national agreement promulgated last June gave rise to certain difficulties which the Police Council has been seeking to resolve, and that in the meantime my right hon. Friend has authorised interim increases, for the West Yorkshire Constabulary among others, with retrospective effect.
