asked the Secretary of State for Social Services if he has studied the Report by Professor G. Melvyn Howe entitled, An Atlas of Disease Mortality, a copy of which is in his possession; and what special steps he will take to assist Burnley in view of the fact that the report states that it has the highest death rate for women.

The geographical variations in mortality have long been known, including the high rates in the North Western region. The variation depends on complex factors—environmental, industrial, social and economic—and the remedy lies in improved living conditions and in developing on a wide front the preventive health and social services.
