asked the Secretary of State for Social Services whether in order to assist the deaf, he will introduce legislation to compel the provision of visual aids such as lamp signals for telephones and door bells, the increased use of captions on television news bulletins and other programmes, and adaptors for radio sets.

I doubt if this is a suitable area for legislation. A number of household articles are already available with the fittings described.
