asked the Secretary of State for Scotland if he will make a statement on the disparity between salaries paid to Scottish trained primary teachers and their English counterparts and to the higher minimum entrance qualification for a Scottish college of education.

The separate salary structures that have evolved in the two countries reflect differences in the arrangements for training teachers and for their employment in the schools. Under the proposals made on 6th March by the Management Side of the Scottish Teachers Salaries Committee the starting salary of the non-graduate primary teacher in Scotland would be the same as the English equivalent on 1st April, 1970. The average salary of Scottish day school teachers under the Management Side's proposals would be appreciably higher on 1st April, 1970.
