§ Mr. Coeasked the Prime Minister what further progress has been made in the implementation of the Fulton Report on the Civil Service.
§ The Prime MinisterA further report by the Joint Committee of the Civil Service National Whitley Council will be issued tomorrow. The report records progress in the work directed to the introduction of a unified grading structure, and puts forward a framework within which steps towards this reform can progressively be taken. These steps include a merger of the Administrative Executive and Clerical Classes which is planned for next year. Copies are being widely distributed throughout the Civil Service, in particular to provide a basis for discussion at the annual conferences of the Staff Associations in the spring. I am arranging for copies to be made available in the Vote Office tonight. A further Report by the Civil Service Department covering its work as a whole will be published at about the end of April.
