§ Mr. RossSince this Government extended to the whole of North-East Scotland the advantages of development area status, the region has shared in the 317W dramatic reduction in recent years in Scotland's net migration loss to England and Wales, thus proving the effectiveness of the intensified assistance to development areas which we have made available.
