§ Mr. Elystan MorganOn 31st December, 1969, the total amount of fines unpaid in courts in England and Wales outside Inner London amounted to £4,759,051. The corresponding figures for 1968 and 1967 were £3,749,625 and £2,921,000. All these figures include fines the time for payment of which had not expired. Figures for earlier years are not readily available.
