Mr. Hugh Jenkins

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government regards herbicides and defoliants as being other such gases as CS and therefore outside the scope of the Geneva Protocol.

Her Majesty's Government have never regarded herbicides and defoliants as being covered by the terms of the Geneva Protocol. The question of CS is another matter altogether.
